Paul Halme was born in Los Angeles, California, to Finnish immigrant parents, the late Rev. Omar G. and Saimi K. Halme. Rev. Halme was one of the founders of Finlandia Foundation National. Halme is a graduate of UCLA, Hastings College of Law (UC), and served in the military as USAF Captain (JAG).

He and his wife, Susan Darling Halme, reside in Solvang, California, where he is a partner in the law firm of Halme and Clark, and she is the owner of The Solvang Bakery. They have four children (Maili, Melissa, Matthew and Morgan) and ten grandchildren.

Halme currently serves as chair of the board for the Paloheimo Foundation supporting the Pasadena Museum of History; El Rancho de las Golondrinas, La Cienega, New Mexico; Finlandia Foundation National; Leonora ja Yrjo Paloheimo Säätiö, Järvenpää, Finland; Autry National Center and Historic Southwest Museum, Los Angeles, California; School for Advanced Research on the Human Experience, Santa Fe, New Mexico; and Finlandia University, Hancock, Michigan.

Halme has received an honorary doctorate from Finlandia University and recognition from the Finnish government, Commander, Order of the Lion of Finland.
